What Ireland? #ge11 A British [UK?]resident in S.ireland can vote in Dail, Westminster; while Irish in UK may vote in neither? EU-Council representation? =none

A) How many millions of disenfranchised ‘stateless Irish’ actually reside within the frontiers in- and around Dublin-Patrick’s ‘EU nomocracy’?
and 
B) How many other member-states of the EU 27 don’t provide opportunities for their citizens to conduct their civic duty… while they remain resident within the EU?

In the Kingdom of Belgium, there are five means by which citizens may vote. After all, in that kingdom (and in France) it is a misdemeanour ‘not’ to cast a vote in the national elections. It’s the duty of all citizens, and ‘being outside the country’ doesn’t cut it as an excuse, since voters may a) do it themselves, b) empower another, c) vote by post d) vote at a consulate/ embassy or e) vote early. 
It would seem too, that this is the general practice in all of the EU27 member states, and the states party to the European Economic Area.

And finally, “British” residents? Does this include British Overseas Citizens? Or only those citizens of the U.K.? More importantly, what about the issue of a double vote (representational) for the European Council… one in S.ireland and another in the United Kingdom?

 So … this is what is being demanded … to “fundamentally” change S.ireland… in 50 days?
